This is a 2010 photo taken of a Mas Leasing F100 in final prep for delivery at Mexicana MRO. Political and judicial interference combined with strong union ties to the government put management into a no win situation preventing them from making any meaningful changes in a time when legacy carriers had to change or die. The unions counted on the financial support of the sate and bet their livelihoods on a bad bet, when they realized the old tactics would not work, it was too late.
